How the roaming index works
What we price, which prices count and how we compare them. Read this before you quote a number, and tell us if one is wrong.
The trip we price
One week abroad with 5 GB of mobile data. The same trip for every carrier makes their prices comparable, whether they sell day passes, packs or nothing at all, the way one burger makes prices comparable across countries in the Big Mac index.
5 GB is the median package onesim customers bought between April and October 2026, and a week is a typical trip. A gigabyte is 1,000 MB, as on onesim’s packages; where a carrier counts 1,024, its own figure is shown.
Which prices count
For each carrier and destination we find the cheapest way to buy the trip for a customer joining one of the carrier’s current consumer pay-monthly (postpaid) plans, at the prices on the carrier’s own website on the check date:
- Roaming included at no extra cost on every current plan costs nothing. An included allowance smaller than the trip counts towards it, and the rest is bought as below.
- Otherwise, the cheapest single option, a day pass or a pack, bought as many times as the trip needs but at most once a day: enough to add up to 5 GB and to cover 7 days. We assume an option can be booked again once its data is used up, unless the carrier says otherwise, so five 1 GB packs make the week. A day pass with too little data a day, or a pack too small to reach 5 GB in seven purchases, does not cover the trip.
- We never combine two different options: carriers rarely say whether one stacks on another.
- Pay as you go is never the price. Where a carrier sells nothing that covers the trip, the page says so and shows its pay-as-you-go rate where there is one; the downloads give what 5 GB would cost at that rate.
- We leave out options limited to older plans, add-ons that only work on top of another option, and subscriptions with a minimum term longer than a month. A monthly pack counts once: it can be cancelled after the trip.
Plans that include roaming for a higher monthly fee are not counted: their price is in the plan.
Currencies and tax
Every price is shown in the currency the carrier prints it in. To compare them, we convert at one set of reference rates per edition, stated on every page: the European Central Bank’s, and the Bank of Albania’s official rate for the lek, which the ECB doesn’t publish. Converted figures follow the currency you pick on the site.
Prices are as the carriers print them for consumers: with VAT in Europe, without sales tax in the United States and Canada. Australian carriers sell roaming free of GST.
What a price doesn’t show
A price can come with terms that matter as much: fair-use limits, slower speeds after a daily allowance, passes that renew by themselves, packs that only work on the carrier’s partner networks, or a promotional price with no end date. Where a carrier states them, they are listed under the option in the sources at the bottom of every page, with a quote from the carrier’s page.
Calls and texts are not part of the trip. Neither are phone numbers: a travel eSIM is data only, and your own SIM keeps your number.
onesim’s prices
onesim sells travel eSIMs, so the pages show our price for the same trip next to the carriers’: the cheapest onesim plan with at least 5 GB that lasts 7 days or more, from our live catalogue, in the currency you pick. Our prices play no part in the carriers’ figures, and the data downloads leave them out.
The rules we cite
- EU roaming. Carriers based in the EU, Iceland, Liechtenstein and Norway charge their customers domestic prices across the EU and the EEA, within fair use, under Regulation (EU) 2022/612, in force until 30 June 2032. Ukraine and Moldova joined the area on 1 January 2026. Switzerland, the United Kingdom, Türkiye and the Western Balkans are outside it.
- The EU data cut-off. Outside the EU, an EU carrier must stop mobile data at €50 a month (before VAT) unless the customer chooses another limit (Article 14 of the same regulation).
- The Western Balkans. Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia have roamed like at home among themselves since 1 July 2021 (Regional Roaming Agreement).
- The EU–Western Balkans declaration. In December 2022, operators from both sides agreed, voluntarily, to offer 1 GB of roaming data between the EU and the Western Balkans for under €18 from October 2023, under €14 from 2026 and under €9 from 2028 (Regional Cooperation Council). The index tracks it on the carriers it covers.

Applies to: Consumer contract customers, in the two families Vodafone prices differently: (1) Vodafone Unlimited / Unlimited+ / Unlimited Power ("me paspagesë", postpaid) use their plan abroad for a daily fee on recommended partner networks and get no roaming bundles; (2) Vodafone Next plans (Next Enter/Lift/Pro, Next Go/Run/Fly: monthly invoice, contract with early-termination penalty; Vodafone calls them "hibrid") have no daily fee and buy the Roaming bundles, which prepaid customers can also buy. Each offer's conditions say which family it applies to.

Applies to: Optus consumer postpaid (month-to-month) plans. The plans currently sold are Optus Choice Plus (Small 60GB $60, Medium 240GB $70, Large 480GB $90 per month; promo $39/month for 12 months), and these, together with Optus Plus Family and Optus Plus Promo plans, get Optus Daily Roaming only. Customers on other, older 'selected postpaid plans' use the $10 Optus Roaming Pass or Standard Roaming Rates (pay as you go). Optus states 'GST does not apply to roaming charges (except MMS)', so the advertised AUD price is the amount charged, with no tax added.

Applies to: Telstra consumer postpaid mobile plans. The plans currently sold are Upfront Mobile Plans (Basic 50GB $74, Essential 180GB $84, Premium 300GB $99 per month); older non-Upfront postpaid plans differ where noted in conditions (pay-as-you-go option, Day Pass ends 11:59pm AEST, automatic Data Top-Up). The Day Pass is not available on legacy plans that include roaming (e.g. Mobile plan $129, Ultimate Mobile plan $199, Premium Mobile Plus). Prices are the AUD amounts Telstra advertises to consumers; Telstra's roaming pages do not say whether GST is included (see issues).

Applies to: Vodafone consumer postpaid plans, e.g. Vodafone Infinite SIM Only Small (65GB, $58), Medium (220GB, $68) and Large (420GB, $78) per month (promo $45/$50/$55 for 12 months), plus other eligible phone, tablet and data plans. $5 Roaming is on by default for phone plans signed up after 23 April 2014. Vodafone states that international roaming does not attract GST, so the advertised AUD price is the amount charged, with no tax added.
