EU–Western Balkans roaming declaration
Is 1 GB under 14.00€ yet?
In December 2022, operators from the EU and the Western Balkans signed a voluntary declaration to bring data roaming prices between the two down: at least one offer where 1 GB costs under €18 from October 2023, under €14 from 2026 and under €9 from 2028. Here’s what 1 GB costs at most, in every one of the six economies, on the carriers we track.
The declaration binds only the operators that signed it. Swiss, UK, US, Canadian and Australian carriers fall outside it. Rules

Roaming charges, EU rules and how the index works.
Using mobile data abroad on a foreign network with your own SIM. Your carrier pays that network and charges you for it: included in your plan, by the day, by the pack or by the megabyte.
For carriers based in the EU, Iceland, Liechtenstein and Norway, yes: they charge their customers the same as at home anywhere in the EU and the EEA, within fair use, until at least 2032, and in Ukraine and Moldova since January 2026. Switzerland, the UK, Türkiye and the Western Balkans are outside it, and carriers from outside the EU set their own prices there. The rules we cite
Turn data roaming off on your own SIM before you land, or book your carrier’s travel option before you go. A travel eSIM such as onesim covers the data instead, and your own SIM keeps your number for calls and texts.
